GET/admin/settings
The categories this instance serves and the scope each lives at. Served
rather than hardcoded in a client for the same reason the permission and scope
catalogs are: the navigation has to know which screens are platform-scoped
before it renders a link to one, or it offers a form whose save answers 403.
