Re-probe every configured CONNECT proxy

POST /admin/settings/proxy/reprobe

Walks the resolved list sequentially (one CONNECT each) and returns the updated snapshot. Used by the panel's Probe all button; the scheduled slotbattle:reprobe-proxies command does the same walk without an operator.

Permission: super-user.
